Angela R. Kelly

Over twenty years in the industry has furnished Angela Kelly with a broad spectrum of expertise in asset management, community expansion and modest-income housing development. As Vice President of TEDC, Angela oversees a thriving portfolio of almost 2,700 rental units—maintained by subsidiary Tacolcy Property Management Corporation (TPMC)—and 200,000 square feet of commercial retail space. She also relishes the role of Senior Project Manager for TEDC’s affordable single-family initiatives, spearheading the first of such projects to break ground in Miami-Dade many years ago. Her vast experience includes developing and monitoring contracts for public, private and governmental agencies receiving CDBG, HOME and HOPWA funding.

Angela is a Licensed Real Estate Salesperson in the State of Florida, boasting certification with the National Development Council in Housing Development Finance, AHOME Affordable Housing Development Certification from Miami-Dade Community College and Construction Management Certification from Turner Construction Company. She graduated from the University Of Miami with a B.A. in Business Administration and is a lifelong member of the Miami-Dade County community.

Chief Financial Officer

Heidi Rigby

As Chief Financial Officer since 2004, Heidi Rigby manages TEDC’s day-to-day finances. Areas of emphasis include payroll, banking, and maintenance of investment accounts for the corporation. She also directs and oversees all accounting, tax and audit functions for TEDC, its subsidiary corporations and individual properties held by the company. Over the years her role has expanded to include Human Resources duties, including but not limited to hiring of staff and maintenance of employee files.

Heidi’s strong background in accounting includes experience in financial and cost accounting, budgeting, analytical forecasting and financial reporting. She is responsible for monthly and consolidated financial statements, and preparation of schedules in readiness for year-end audit. She also prepares corporate and partnership tax returns, budgets, cash flow, financial and forecasting reports.

Heidi is able to identify and implement improvements that increase efficiency and productivity. She lends this in-depth knowledge to writing detailed policies and procedures for both areas under her governance. She is adept at developing and maintaining procedural processes that reduce redundancy, improve accuracy, and achieve organizational objectives.

Before joining the team at TEDC, Heidi was Senior Accountant at Sirs Publishing Inc. for just over a decade. She boasts two graduate degrees: a Bachelor of Science in Finance from Florida Atlantic University and a Bachelor of Science in Accounting from Lynn University, both in Boca Raton, FL.

Regional Property Manager

Josephine J. Mnkande

Josephine Mnkande has served in upper divisions of the corporate property management field for over 20 years; primarily involved in managing multiple high net worth multi-family assets, organizing new acquisitions, and property management. Working simultaneously as TEDC’s Asset Manager and Regional Property Manager, Josephine incorporates all the best aspects of her experience to effectively oversee all facets of management for TEDC.

After graduating from the College of Notre Dame with a Bachelor of Arts in Business Administration she started her career as a Property Manager at Shelter Properties in Maryland. While there she became certified in Tax Credit Compliance Systems, obtaining her LIHTC Certification through Quadel Consulting Corporation. Later she moved to Florida and into a post as Property Manager for Dominion Management Service, prior to obtaining her current position.

While serving as Regional Property Manager of TEDC, Josephine manages multiple TPMC properties while resolving tenant issues and concerns, supervising the preparation of all tenant related legal documents, alongside the evaluation and negotiation of developing management and vendor contracts. She focuses on maintaining 100% occupancy within her properties, developing new modalities for increasing Net Operating Income (NOI), constantly working to enhance funding streams through increased rental income.

Josephine also serves as the Asset Manager for TEDC, helping reach higher, more significant milestones as the company progresses annually. While her experience is in organizing new construction, building renovation, and property acquisition and development, her well established due- diligence in projects has resulted in the successful completed rehab of over 500 units. Her focus on building and sustaining client relations, guarantees that TEDC's services and business ventures are always on par with clients’ needs. She has gained the trust of tenants and clients to increase annual revenue while meeting the goals and objectives of business ventures and partnerships.

Josephine is a results-oriented leader, displaying excellent interpersonal skills. She is a motivating supervisor proficient in providing internal and external customer service, and has implemented numerous training programs related to leasing, sales, marketing, fair housing, and excellence in customer service. These have been critical to cohesive team growth. Josephine has consistently proven her worth and limitless value to the corporation, as her continuous effort has propelled many of TEDC's ventures and acquisitions into development. She strives to go above and beyond expectations, and is a definitive example of what everyone at TEDC aims to be.

Construction Manager

Miguel Zaldivar

In 2017, Miguel Zaldivar joined Tacolcy Economic Development Corp. (TEDC)/Tacolcy Property Management Corp. (TPMC) as Construction/Facility Manager with responsibilities ranging from negotiating contracts with architects and general contractors, to preparing budget analyses and costs/needs assessments, coordinating construction schedules, executing relocation plans, and investigating reports of dangerous work/property conditions.

During his brief time with the company, Miguel has lent his insight and acumen to major TEDC development projects, proving to be invaluable to the organization. His portfolio includes the oversight of construction, maintenance and safety compliance, purchase approval, and hiring/supervising of construction/maintenance personnel while developing procedures and training programs to keep them at optimum operation.

Miguel is a State Certified General Contractor (CGC1528486) and an OSHA Authorized Instructor with OSHA Subpart L Safety Training: Suspended Scaffold Competent Person Certification. He brought to TEDC/TPMC four years of prior experience as a Site Supervisor/Safety Officer/Purchasing Agent at Edgewater Construction Group Inc.

A renaissance man of sorts, Miguel has been a Program Development Manager with Court Options, Florida, since 2015. He has volunteered with many noble organizations, presently including the Institutional Review Board at Florida International University and the South Florida Re-Entry Task Force. His writing has been published in a few prominent journals; he is even CPR certified.

Miguel holds a Bachelor of Science Degree in Sociology/Criminology from Colorado State University - Pueblo, with a Paralegal Certificate from the same institution. He also earned a Bachelor of Science degree in Business Administration from Saint Mary College, Kansas.


James Paulk Jr.

James Paulk Jr. took up the position of Accountant with Tacolcy Economic Development Corporation (TEDC) in June of 2019, bringing equally strong mathematical and managerial skills to the team.

Deductive reasoning and problem-solving abilities have been an immediate asset in his role as he supervises the company’s financial operations–including preparing financial records and statements, data collection and management, analysis and consultation, ensuring regulatory compliance, and guiding accounting clerical staff.

His experience in developing creative strategy for interactive media–coupled with an exceptional grasp of marketing and customer service principles–has also been put to good use. At the close of 2019, James was tasked with overseeing and facilitating the successful rebranding of both TEDC and its real estate management company, Tacolcy Property Management Corporation (TPMC).

James holds a Bachelor of Science Degree in Business Administration from Florida Atlantic University in Boca Raton, and graduated in 2016 from St. Thomas University in Miami Gardens, Florida with a Master of Arts.

Before joining TEDC, James served as a teacher in the Miami Dade County Public School system for four years, and prior to that as an Office Manager for Chandler Financial. He also spent six years as a Department Supervisor for the NBBC, a Miami-based non-profit organization.
